WORLDTLK CONFERENCE RULES & GUIDELINES
======================================
Last revised on: November 7, 1994
WORLDTLK is an international conference currently distributed to
all six major backbone and star(*) systems in Zone 1 through Zone 6.
This represents all of the United States, Canada, Europe, Australia,
New Zealand, Mexico, South America, Africa and South Africa
and the Far East. This currently represents all six Fidonet zones and
establishes the widest distribution possible which for a conference
of this nature is of vital importance.
WORLDTLK is being distributed in Zone-4 through the official Z4
Echomail backbone. WORLDTLK is being linked to Zone-4 as part of
the IDS project, which stands for the Independent Distribution System.
Mexico has also been linked via this distribution system. Pablo Kleinman
and his collegues are providing the IDS distribution for the WORLDTLK
dissemination. Pablo Kleinman is our co-moderator on the west coast.
Distribution to Zone 5 (Africa) is made possible by Randy Bush in Oregon.
Philip Brown (3:640/213) is our echo link in Australia and the
gateway to Zone 3. Philip is our Zone 3 co-moderator
Walter de Bruin (2:512/66.2) from the Netherlands is our new Zone 2
co-moderator for European WORLDTLK distribution.
The Zone-2 gateways are the official TAPgate (Bruce Bodger in the
USA and Joop Mellaart in Europe).
Our primary goal is to provide a 'free' exchange of information,
news, data and technology between nations and to assist in the
breakdown of North-South boundaries as they appply to the the
industrialized nations and the underdeveloped nations of the world.
I'm sure the various backgrounds of our international readers will
help to strengthen this project of international debate and discourse
using current political issues and topical news that has global
ramifications. The Moderator does not censor material or postings but
tries to direct the focus and the subject matter to the issues at-hand,
whatever they may be.
The Rules and Guidelines that are highlighted below are not
deterrents but just 'guides' to help you stay on track and to avoid
personal involvement with the issues that can often get
'argumentative' and personal. Staying objective is often a difficult
task, even more so on an international theatre. Our jobs, as
moderators, is to assist in this direction and to reap the most, for
the participants of this conference, from the dialogues and exchanges
that will transpire.
Purpose, Rules and Guidelines
The purpose of this conference is to provide a current forum for
the exchange of information and news relating to the current
international political spectrum.
Some of the postings here will be by UNtek Research_Institute
and will generally be new UN Security Council Resolutions or
important proceedings from the UN General Assembly.
Other news articles that reflect important news or trends are
permitted to be posted in WORLDTLK but please keep articles already
posted in other conferences (i.e. cross-posted articles) to a minimun.
WORLDTLK is not meant to be a medium for other news journals or be
used as a vehicle for right-wing or left-wing propoganda.
This is NOT a read-only conference BUT good judgement should be
exercised before submitting replies or general inquires. Good
journalism on topical or international issues is of prime
importance.
This conference will undoubtedly reach many university and
college sites, private foundations, governmental and
non-governmental agencies, educational institutes and other
related organizations. Questions or statements entered into this
conference will, in many cases, be viewed and replied to, by
journalists and other professionals in the political and social
science fields, United Nations or government agencies and
closely allied areas.
Please use good judgement, diplomacy and discretion when making
statements or inquiries in the WORLDTLK Conference. This is
truly an international forum which adheres to the protocols that
are currently used by the international press associations, the
United Nations and other foreign press associations.
GUIDELINES
=========
1. Please stick to the topic of World News.
2. The use of foul language, name calling or
offensive postings will not be tolerated.
3. Use private netmail for any personal inquires
or questions which would not have general appeal.
4. Do not engage in excessive quoting of original messages
since this is an international conference and is gated
to several countries.
5. Limit cross-posted articles unless they make a significant
contribution. Do not use WORLDTLK for your own personal
political agenda.
6. Do NOT post any pyramid or money making schemes in this
conference since doing so may bring criminal prosecution
charges against the person(s) posting this material. Do NOT
post bills, notices or advertisements of any type. Notices or
memoranda must be first cleared through the moderator(s).
Any violations to Guideline 6 will result in immediate
dismissal from this Conference.
The Conference is sponsored by UNitek Research Institute and is
moderated by Dr. James Waldron, Executive Director(1:2605/101).
Co-moderators for WORLDTLK are Walter de Bruin (2:512/66.2),
Pablo Kleinman (1:10/100) and Philip Brown (3:640/213).
This is a MODERATED conference. The moderator(s) reserves the
right to enter timely messages such as the WORLDTLK rules,
guidelines and protocol. Individuals who continue to post
off-topic messages or to be constantly abusive, after being
warned of their behavior, will be asked to leave the conference
and will be considered excessively annoying under Policy 4 and
in non-compliance with standard fidonet echomail policy and
the current interpretation of Echopol.
Since WORLDTLK is moderated *after* the messages have already been
posted and, not in real-time, the content of any particular posting
is not necessarily the view or opinion of any WORLDTLK moderator
nor is it the offical position of UNitek Research Institute, a
sponser of the WORLDTLK conference.
